Enhanced Emergency Communications
BDA System Installation for Florida Commercial Buildings
Maximize safety during an emergency by providing reliable communication. When in-building radio signals fail, AT&I public safety BDA systems keep first responders connected.
Help Prevent Injuries and Save Lives
Emergency responders often lose communication when in-building radio signals are weakened by strong structures. AT&I can provide a public safety BDA system to maximize the safety and well-being of everyone involved during an emergency.
Which Florida Buildings Need a BDA System?
Florida law requires all new and existing buildings to meet minimum radio signal strength for fire department communications, with limited exemptions. Dense concrete and below-grade levels are the usual reasons a building falls short, and these property types see both most often.
High-Rises and Condominiums
Concrete towers weaken the signal between upper floors and stairwells. Existing high-rises in Florida faced a January 1, 2025, compliance deadline under Section 633.202(18).
Healthcare Facilities
Shielded imaging rooms and basement service areas are common dead zones for public safety radio.
Schools and Campuses
Responders need coverage in every classroom wing and athletic building, since an emergency can unfold far from the front office.
Parking Structures
Underground and multi-level garages are among the hardest spaces for radio signals to reach. Buildings with underground areas fall outside Florida's small-building exemption.
Warehouses and Distribution Centers
Metal roofing and dense racking weaken the signal across large footprints. Facilities over 12,000 gross square feet fall outside that exemption as well.
If your building fits one of these categories, an RF grid signal survey shows you exactly where coverage stands.
What Can a BDA System Do for Your Business?
Understanding the NFPA Code
NFPA 1 Section 11.10.1 specifies that "In all new and existing buildings, minimum radio signal strength for fire department communications shall be maintained at a level determined by the AHJ." By adopting this requirement, firefighters, paramedics, and law enforcement officers will have more effective and reliable in-building radio communications. Florida enforces this through the Florida Fire Prevention Code and Florida Statutes.
Ensure Compliance
If your facility has adequate signal provided by the donor radio tower, your building may not require a radio enhancement system. Our trained and certified technicians use specialized equipment to measure radio signal strength within the building.
Failing RF Grid Testing
If a facility fails the grid testing, local fire officials will usually require that a radio enhancement system be installed to increase coverage where needed. We offer turn-key solutions to bring your building into compliance.
Florida BDA Compliance: Statute 633.202 and Fire Marshal Testing
Section 633.202(18), Florida Statutes, puts your local fire official in charge of the minimum radio signal strength your building must meet. If the interior falls short, that official can require a two-way radio communication enhancement system. That is the statute's term for a BDA or emergency responder radio coverage system. For a closer look at the law, read our guide to Florida's public safety BDA requirements.
Key provisions for Florida property owners
- Existing high-rise buildings had to apply for a permit by January 1, 2024, and reach compliance by January 1, 2025.
- Your local fire official can require a coverage assessment as often as every three years for existing high-rises and buildings over 12,000 gross square feet. Other existing buildings can be assessed every five years, and Level III alterations or a reported radio failure can trigger an assessment sooner.
- Any new system or modification needs the express consent of the frequency license holder, kept on record.
- Exemptions include buildings under 12,000 gross square feet with no underground areas, along with one- and two-family dwellings.
- Once the system is in place, BDA testing and compliance inspections should happen every year, with results documented for your county or municipal fire marshal.
Our BDA System Installation Process in Florida
Every project follows the same four steps, so you know what comes next and what your fire marshal will review.
RF Grid Signal Survey
Our technicians divide your building into a grid and measure public safety radio signal strength in each section, including critical areas such as stairwells and the fire command room. The results show whether your building needs a system at all.
System Design
When the survey finds gaps, we design a BDA and antenna layout around your building's construction and your local fire official's coverage requirements. The design also accounts for the consent Florida law requires from the frequency license holder.
Installation and Acceptance Testing
Our team installs the donor antenna, bi-directional amplifier, interior DAS antennas and the connection to your fire alarm panel as one turn-key project. We then test the finished system so it is ready for the fire marshal review.
Annual Testing and Re-Certification
Each year, our technicians retest coverage and system performance. You receive documented results to support re-certification with your local fire official.
The Most Common Questions About BDA Systems
What is a BDA system?
A bi-directional amplifier (BDA) is a signal booster for public safety radio. A donor antenna on the roof captures the signal from the donor radio tower, and the amplifier carries it through antennas inside the building. Together, those antennas form a public safety DAS for commercial buildings, so responders inside can talk with command staff outside.
When does a Florida building need a BDA system?
Under Section 633.202(18), all new and existing buildings must meet the minimum radio signal strength your local fire official sets. Exemptions include buildings under 12,000 gross square feet with no underground areas and one- and two-family dwellings. If an RF grid survey shows weak coverage inside your building, the fire official can require a BDA system.
How does BDA testing work in Florida?
Testing starts with an RF grid survey that measures signal strength across your building. Your local fire official can require that assessment as often as every three years for existing high-rises and buildings over 12,000 gross square feet, and every five years for other existing buildings. Installed systems also need annual testing, with results documented for your fire marshal.
What is the difference between a BDA and a cellular DAS?
A public safety BDA amplifies first responder radio frequencies to meet Florida fire code, while a cellular DAS boosts carrier signal for the phones your tenants and visitors carry. Read more on our cellular repeater systems page.
